New threshold values for the announcement of public procurement in the EEA area entered into force on 23 March 2022

The EEA threshold values ​​are adjusted every two years by the European Commission. This is to take into account fluctuations in exchange rates. The fact that a procurement exceeds the threshold value means, among other things, that it is covered by the EEA Agreement's provisions on public procurement and must be announced throughout the EEA area. The Ministry of Trade and Industry has now set adjusted EEA threshold values ​​in Norway for 2022-2024.
 
  • The new threshold value for government authorities' goods and services contracts is 1.4 million, and for other clients the new threshold value is 2.4 million.
  • The new threshold value for clients in supply competitions is 4.5 million, and 56 million for licensing contracts.
  • For defense and security procurement, the new threshold value for goods and services contracts is 4.5 million and building and construction contracts 56 million.

Public procurement is subject to a set of rules where amount limits determine which rules apply. The procurement regulations distinguish between national threshold values ​​and EEA threshold values, which indicate when there is an obligation to announce nationally or when there is an obligation to announce in the entire EEA area.
